The wagon was carrying about 25 people, police said. The crash disabled two of the wagon’s wheels.

According to WXIN, most of the riders were children.

Officials said none of the riders suffered injuries.

Officers who arrived at the scene said they saw open containers of alcohol in Oakes’ vehicle and observed “other signs of impairment,” WTTV reported.

Oakes was arrested on charges of operating a vehicle while intoxicated and operating a vehicle while intoxicated with endangerment.

“We remind everyone driving on the roads to be aware … of trick-or-treaters and other Halloween related activities,” Capt. Robert Harris said.
